Solution Design and  Development
Co-Developed strategic plan for software design and implementation of first fully integrated Electronic Medical Record and PACS Information System. Lead the development of the Workflow Re-Engineering model and optimization of Dataflow for PACS. Worked with several clinical sites on development of Functional Requirement specifications for PACS, forming the basis of the Design Requirements specification for PACS System Development.  Managed the Beta implementation in a 1500 bed Memphis multi-facility hospital enterprise, including development of FS (functional specifications), establishing stake-holder leadership, managing the complete project planning, installation and acceptance testing.


Worked with a PACS system development team on establishing requirements specifications and selection of a suite of PACS Medical Imaging viewers from a set of qualified vendors. Provided company with criteria for vendor quality assessment and forecasting of device-mix volumes during ramp-up of PACS introduction.


Lead the development of an effective methodology for assessment of Radiology workflow and Re-Engineering of workflow using combined document imaging and PACS automation. Delivered a highly effective Cost-Benefit and ROI model for justification of PACS investment for both small scale and large multifacility imaging enterprises.


Performed and managed the complete integration of a foreign RIS into a PACS solution at two multi-facility regional Hospitals. Lead the collaborative development of the functional requirements and design specifications for the RIS, PACS and Interfacing devices between each development group. Managed the project planning, equipment acquisitions, resource staffing, installation, implemention and acceptance testing, including a full complement of RIS HL7 messaging transactions and DICOM data transfers between modalities and information systems.

System Implementation and Project Management Consulting
Managed no less than ten implementation projects for new RIS-driven PACS solutions incorporating tight integration of RIS and PACS and Web-based image distribution across the Enterprise clinical user community. Healthcare Facilities included Community Hospitals, Regional Medical Centers, Multi-facility enterprises and Standalone imaging practices. Projects included Initial Site Planning, Workflow Assessment and Re-Engineering, Vendor resource coordination, Project Plan execution and control, Resource Budget control,  Issues Management, Training Plan management, Acceptance Testing and Transition to Support.
Managed fifteen System Upgrade projects for existing PACS systems. Included detailed planning for On-site and Remote resources, Site Readiness, Hardware specification and delivery, System health and readiness testing, detail plans for system security and recovery, post system integrity verification and transition to Support.


Managed six PACS storage upgrade projects including data migrations between storage systems. Projects included Tape to SAN Disk, SAN to SAN, DVD Jukebox to SAN. Projects included storage assessment for optimal short term and long term storage capacities and dataflow, vendor selection, site readiness assessment, detail project planning for resources and schedule, Statement of Work development, post implementation data verification and transition to support.


Managed eight Data Migration projects including migrations from legacy PACS to new PACS, legacy RIS to new PACS, Local Modality archives to PACS. Projects included legacy data assessment and data conversion planning for data quality assurance, vendor selection, site readiness assessment, detail project planning for resources and schedule, Statement of Work development, Pre-implementation conversion testing, post implementation data verification and transition to support.


Managed several installations and integration of ancillary systems with PACS including CR, CD-Distribution systems, Cardiology PACS.  Projects included performance assessment for optimal storage capacities and dataflow, workflow Re-Engineering, site readiness assessment, detail project planning for resources and schedule, Statement of Work development, Training coordination, post implementation data verification and transition to support.
